The Failure of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are waged: hopeful statements are delivered from different nations. Considerable effort is allocated on managing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability afforded by timely intelligence. From vantage locations, military aircraft that had been dispatched to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems thundered: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly transforms into sober acceptance: maybe the hostile projectile won't hit its mark this time, protecting urban areas from ruin and another blackout.

Persistent Threats

Not long after, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the early updates: several casualties, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new proposal from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a principle well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is impossible to compel Moscow to relinquish the land that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through statements or actions, from believing that the situation will not shift further in its favour in the coming year.

Opposing Positions

Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but preventing a entire defensive failure until situations evolve in its benefit.

Existing Situation

Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
